SIU Carbondale's Office of Information Technology is growing its capabilities! We support the business needs of Higher Education at SIU, our President's Office, and our Foundation and Alumni Association offices, as well as our other system campuses at Springfield (SIU School of Medicine) and Edwardsville. To achieve this, we manage a variety of legacy and contemporary tools and services and are committed to upgrading our delivery of services through continuous improvement.
The Application Developer III plays a critical role in designing, building, and maintaining university business solutions that power administrative and academic operations. This position spans full lifecycle application development—from custom ERP programming (Python, SQL, PL/SQL) to low-code solutions using Microsoft Power Platform and SharePoint. The developer partners closely with business stakeholders to analyze needs, translate requirements into technical designs, and deliver secure, integrated, and efficient applications. Responsibilities include system maintenance, software integration, documentation, training, and end-user support, ensuring that SIU's technology ecosystem remains reliable, scalable, and aligned with institutional goals.

Examples of Duties
The Application Developer builds and maintains university business solutions using both modern ERP programming languages and the Microsoft Power Platform.
Full Lifecycle Application Development:
• New Development & Enhancement: Designs, develops, configures, and deploys new technical solutions to address specific university needs. This work spans the full spectrum of development, from writing custom code for ERP systems (e.g., Python, SQL, PL/SQL) to building business applications and automations on low-code platforms (e.g., Microsoft Power Apps, SharePoint).
• System Maintenance & Administration: Maintains and enhances the full portfolio of university applications. This work ranges from debugging and optimizing custom-coded ERP software to troubleshooting low-code Power Platform solutions and administering related SharePoint Online sites and permissions.
• Software Integration: Develops, configures, and tests new or third-party software releases, custom connectors, and APIs to ensure seamless integration and data integrity between systems.
Business Analysis & Stakeholder Partnership:
• Stakeholder Collaboration: Partners with university business offices and IT teams to identify and analyze administrative pain points and opportunities for improvement.
• Requirements Analysis: Translates complex business challenges into clear, actionable functional requirements and technical solution designs.
• Project Estimation: Develops and communicates realistic estimates for project scope, effort, and timelines to support effective planning and resource allocation.
Documentation, Training, & Support:
• Documentation: Authors and maintains clear, comprehensive technical documentation for all developed applications, workflows, and integrations.
• Training: Develops and delivers training materials to university staff to promote the effective use of new technical solutions.
• Support: Provides timely technical and production support to end-users, troubleshooting and resolving complex application issues to ensure business continuity.
Core Professional Competencies: Applies excellent communication skills and proficiency with office productivity tools to support daily operations and team collaboration.
Other Duties: Performs other duties as assigned to support the team and organizational goals.
Qualifications
1. High school diploma or equivalent.
2. Any one or any combination totaling two (2) years (24 months) from the following categories:
A. College course work which includes Information Systems Technologies (IST), Information Technology (IT), Computer Science (CS), Programming, IT Management, or business-related discipline, including coursework in application development, programming, or database technologies, as measured by the following conversion table or its proportional equivalent:
- 30 semester hours equals one (1) year (12 months)
- Associate's Degree (60 semester hours) equals eighteen months (18 months)
- 90 semester hours equals two (2) years (24 months)
- Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
B. Work experience in application development.
3. Must possess two (2) year's experience in one or more of the following areas, which may be concurrent with qualifications above:
- Database Development: Experience with relational databases such as Oracle (SQL, PL/SQL) or Microsoft SQL Server.
- Application Development: Experience with one or more modern application development languages and frameworks such as Python, PHP, Java, or Oracle APEX.
- Microsoft Power Platform: Experience designing, developing, and deploying business applications using Power Apps, Power Automate, and Power BI.
- SharePoint Online: Experience managing and maintaining SharePoint Online sites, lists, permissions, and structures.
Supplemental Information
Illinois Residency Requirement: Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position.

About Civil Service Examination/Testing: The Civil Service examination for this classification is based on your application materials and responses to the supplemental questions. No participation other than submission of application materials is required from applicants that qualify to take the exam. If you meet the minimum required qualifications for this position, your application will move forward for examination/testing in which you will receive a score calculated based on your education and experience, and your name will be placed on the active employment register by exam score. This score will be emailed to the email address noted on your application. After the application deadline, the names within the top three scores will be referred to the department for interview.
